The Children's Advertising Review Unit (CARU) is the first Federal Trade Commission-approved COPPA Safe Harbor. Participants who adhere to CARU guidelines and display the CARU COPPA Safe Harbor seal are deemed in compliance with the federal Children's Online Privacy Protection Act (COPPA).
